operations of the Institute,<\/li>\r\n    <li>adopts the financial plan and procurement plan of the Institute,<\/li>\r\n    <li>adopts the business report and annual accounts,<\/li>\r\n    <li>adopts the program and work plan of the Institute, upon the proposal of the Director of the Institute,<\/li>\r\n    <li>adopts the Program of Scientific Research Work and the Program for the Development of Scientific Research Youth of the Institute,<\/li>\r\n    <li>appoints and dismisses the director,<\/li>\r\n    <li>adopts general acts of the Institute in accordance with the law and the Statute,<\/li>\r\n    <li>adopts the Rules of Procedure for its work,<\/li>\r\n    <li>decides on the use of funds, in accordance with the law,<\/li>\r\n    <li>makes proposals on the association of
